Princess Zaa Vashee was the princess of Shili until her first visit to Inqua. Queen Bree had offered Vashee the title of Inqua's Governor. Which this was the first and only Togruta to be asked or become Inqua's governor. This was a rare and literally a once-in-a-lifetime offer because a Togruta would have to be pretty special to become an Inquian governor. Vashee accepted the offer and was Inqua's governor for two decades. She was also the reason why Inqua allied with the Rebel Alliance too.
