Vigo

The Vigos were a council of high-profile crime lords, often nine, that ruled the Black Sun crime syndicate. Vigos managed the regulations under which many Black Sun-aligned criminals and mercenaries operated. An individual ascended to the position of Vigo through an election process, in which they would be voted into their position by the Black Sun's most notorious gang leaders; lesser crime lords, however, were unable to vote. Each Vigo often oversaw a specific aspect of the Black Sun's operations, and thus had a corresponding title. These titles included, among others, Warmaster, who oversaw Black Sun pirates, mercenaries and bounty hunters; Spymaster, who oversaw Black Sun spies and assassins; Vassalmaster, who oversaw local Black Sun gang lords; Trademaster, who oversaw Black Sun smugglers and treasure hunters; and the Grand Clerk, who often cooperated with the Vassalmaster to oversee diplomacy and finances. Each Vigo maintained a court (ex. Court of Trade was the Trademaster's court) of six to ten Advisers who were granted a degree of access to their court's Vigos' assets in order to effectively enforce the policies established by their Vigo.
