Ul'ippr was a Female Sand Person and Force Adept who served as a wandering vigilante on her homeworld of Tatooine during the Third Galactic War. While protecting settlers from her fellow Sand People in 28 ATC, Ul'ippr was rescued by Dark Jedi Isla Ahnkett and Damascus Lambert and was later recruited into Project Petrichor, a Republic Strategic Information Service task force organized to utilize the skills of Force users who were not beholden to the Jedi Order.
As a member of Project Petrichor, Ul'ippr learned to comprehend – although not speak – Basic, expanded her knowledge of the Force and built a lightsaber, fashioned out of her old gaderffii. When Project Petrichor was reorganized into the Strategic Asset Reassignment Bureau, Ul'ippr was included as one of the founding members, and years later she was among the hundreds of individuals who rallied around Zhavi Waverunner and left the Galactic Republic during the controversial Waverunner Exodus.
Following the establishment of the rogue colony on Shimka's Well and the attached Jedi Enclave, Ul'ippr became a teacher, instructing Jedi of all ages in how to fight with blades. At one point, though her Enclave did not use the title, Zhavi Waverunner likened Ul'ippr's role to that of a Jedi Battlemaster.
