Tri decim Humilitus is Panasian for the Three Decades of Humiliation. This refers to the period of time in which the Third Imperium was converted into a Sith run state by the revived Panasian Sith lord Darth Dajivan. Dajivan had arisen to power and orchestrated his rise of the Silver throne via means of popular vote from a fixed and controlled election. As Emperor, Darth Dajivan turned the Imperium into a Darkside Magocracy and suppressed non-Panasian citizens and the Order of the Odestra Knights, effectively resulting in the Great Odestrian Civil War. Furthermore, his invasion of the republic ended up putting the Imperium in the Great Odestrian War with the Republic.
