The Sentinels were formed unofficially by Anakin Skywalker as he began his quest after learning of the dark future that was to come. It was Anakin's hope to create a group that was composed of both Force Sensitives and Non-Force Sensitives.
To that end Anakin wanted a group that would not answer to the Senate and would protect the galaxy as a whole, not just those in power.
Forming The Sentinels[]
Forming the Sentinels was not an easy task and they were originally formed by Anakin as he began to free and recruit slaves to his cause. At first he focused solely on Tatooine as he knew that the desert world he grew up on was a great starting point.
At first, Anakin recruited a small team of only a dozen or so people which included his padawan Ahsoka Tano and another Jedi padawan named Barriss Offee. As they went about their journey in looking for resources and funding their project they began to recruit others. Most notably was a rather unorthodox Jedi Master from a sect of the Jedi Order that had split from the main order over a century earlier. This Jedi named Djinn Altis and he had already long ago founded his own separate order that was called the Altisian Jedi.
Officially Forming The Sentinels[]
The Sentinels were officially formed in 17 BBY by Anakin Skywalker and Djinn Altis after Padmé Amidala as she was still widely known finalized Negotiations with both the Republic and the Confederacy Of Independent Systems.
These Negotiations formally recognized the Sentinels as an Independent Peace Keeping Force that was Authorized to work with planets within the Republic and The Confederacy.
As part of the Agreement, Chancellor Bail Organa give control of the Open Circle Fleet over to the Sentinels. However the choice on whether the Officers off the fleet wished to Join the Sentinels was completely up to each individuals. Many of the officer's had worked with Anakin Skywalker in the past and for the most part had no problem in joining his cause.
With the Sentinels offically recognized, Anakin, Padmé, Djinn and Ahsoka began to put in place a full formal structure to the Sentinels.
Structure[]
When the Sentinels became an officially recognized Organization, Anakin set up specific divisions as well as form a governing body that he named the Grey Council.
Grey Council[]
The Grey Council was the governing body of the Sentinels and were officially formed in 17 BBY. Anakin and the Council decided to use a military ranking system instead of using titles like Master and Apprentice.
Many of the Council were also heads of a division within the Sentinels.

The Military division were the backbone of the Sentinels. They were the ones that were on patrol and fighting against pirates and slavers. They also provided rescue and relief support to damaged ships as well as aid refugees.
The Military division also provided aid to both Republic and Confederacy worlds although they would take no action outside of protecting civilians unless they were directly attacked themselves.
Special Tactics And Reconnaissance[]
The Special Tactics And Reconnaissance Division consisted of a group of five or six specialists that were used for conducting special operations and recon in situations where large scale forces would not work.
In 15 BBY, Ahsoka Tano was placed in command the entire Special Tactics And Reconnaissance division with Brigadier Rex as her second in command, a clone that served along side her and Anakin Skywalker during the Clone Wars..
