Temple Ciphers were elite agents of the Jedi Temple Security Force that were Force-sensitive and used a Force technique to manipulate elements around them, most notably rock. The Ciphers acted as the internal security and, unofficially, special forces of the Jedi Order, as well as the following New Jedi Order. Ciphers were rarely seen outside of the Temple, but were known to sometimes accompany Jedi on missions across the galaxy. The organization remained shady and secretive, with the majority of the public not even knowing that they were called Ciphers.

As the Clone Wars broke out, Ciphers were under direct command of the Jedi High Council and overseen by Jedi Master Long Feng and his apprentice, Jedi Knight Masami Kayoko. Several incidents occurred in which Ciphers engaged the Confederacy of Independent Systems for Jedi interests. Long Feng was killed fighting against rogue Jedi in an attempted coup. During Operation Knightfall, Knight Sakura was killed, but it was leaked by the 501st Legion that few Ciphers were fighting in the Temple. Rumors circulated that the Ciphers saw it coming and escaped. Many were never seen again, but at least one, Zhao Kiriyama, joined the Alliance to Restore the Republic and later resurrected the Ciphers for the New Jedi Order.

The Ciphers were organized into various specialties themselves, and worked outside the main Security Force chain of command. Because of that, they were rarely seen along side other security units and some thought they were a separate organization entirely. An Imperial Moff even compared them to the Emperor's Shadow Guard. They used a green circle with a yellow square in the center and yellow outer lining as their symbol. Cipher uniforms were green robes with black on the lower legs and on shoulders, with their logo on the torso. They usually wore green rice hats with black coloring around the top and red plumes.
