The Strategic Asset Reassignment Bureau, often shortened to SARB, was a Republic Strategic Information Service division established in 29 ATC by SIS Bureau Chief Franklyn Pad and Force Adept Commander Benjamin Lambert as the successor organization to Project Petrichor, which had been responsible for defeating Darth Aivela the previous year. SARB was intended to capitalize on the untapped potential of ex-Jedi, unaffiliated Force users – light or dark – and other ostracized individuals who were effectively barred from fighting for the Galactic Republic against the Sith Empire due to political or philosophical reasons.

Based aboard the modified Terminus-class destroyer Relinquished, the Strategic Asset Reassignment Bureau proved to be an effective weapon against the Sith Empire, harassing Imperial operations through sabotage, assassination, blackmail, targeted airstrikes and open conflict for over a decade. Most notably, SARB forces were instrumental in the Liberation of Sullust, the defense of the Janarus hypermatter refinery, the Battle of the Dromund Forge, the recovery of the "Infinite Codex" and their involvement in the rediscovery of the lost Jedi colony known as Shimka's Well. Due to its reliance on non-Jedi Force users, its continued success and expansion, the disastrous betrayal of Ben Lambert and the standing of founding member Zhavi Waverunner for the position of Senator for Coruscant, the Jedi Order demanded an inquiry into SARB and began putting pressure on the Galactic Senate to shut the group down in 44 ATC.

Although opinion was divided and the debate dragged on for over a year, it was Senator Waverunner herself who ultimately instigated the collapse of the Strategic Asset Reassignment Bureau when she made her frustrations known in a controversial speech to the senate in 45 ATC. In the speech, she denounced both the Jedi Order and Galactic Republic, abdicated her position as senator and declared her intention to establish an independent colony and Jedi Enclave on Shimka's Well, a move which many decried as treasonous. Following the speech, Zhavi and Isla were summoned by the Jedi High Council to answer for their actions, with some masters wishing to exile them for committing yet another act of defiance against the Order's rules, while others believed they should be detained as a threat to the Republic and the Order itself. Thanks to the intervention of Grand Master Gnost-Dural and Zhavi's popularity with both the public and elements of the Republic military due to her heroics on Sullust, further action was deemed fruitless and the couple were permitted to leave unmolested.

Joined by several Republic operatives, an ongoing stream of disenfranchised Republic citizens and even a handful of Jedi who shared Zhavi's more "progressive" beliefs, almost every member of SARB defected alongside Zhavi in what would become known as the Waverunner Exodus, effectively shutting the organization down overnight and making its official disbandment little more than a formality that was easily finalized by those who had been lobbying for the senate to do so. The Cobbled Terentateks, a street gang on the neutral world of Voryle that was formed by Isla and Zhavi as a proxy for the Galactic Republic before SARB's formation, shifted their loyalties following the defection, shedding any Republic ties in favor of preserving their friendship with their former leaders.

The Strategic Asset Reassignment Bureau was ultimately succeeded – in spirit – by the Advanced Strategic Operations Service, a small but elite defense force that continued to hamper Imperial activities while providing a strong deterrent to anyone who sought to oppose Shimka's Well or its allies. ASOS quickly evolved into a major player during the Fourth Galactic War and became loose allies of the Galactic Republic in their fight against the reinvigorated Imperial remnants, who had unified under Darth Hamon into the Sith Quadrumvirate. Although smaller, the reputation of ASOS forces and their focus on superior equipment and training allowed them to stand up to the Galactic Republic when needed, such as when the Republic military attempted to annex the Som system and eliminate rogue Sith Lord Sera Artofen, leading to a stand-off which resulted in the Republic backing down and withdrawing their forces.

The separation of SARB forces from the Galactic Republic also paved the way for the founding of the Shimka's Well Enclave, a Jedi splinter group that deviated dramatically from mainstream Jedi ideology, particularly emphasizing the importance of attachments while eschewing most titles, dress codes and restrictions on how an individual used the Force – ultimately, the Jedi Order's pursuit of SARB and its non-religious Force practitioners facilitated the formation of the rival organization of "heretical" Jedi they had tried so hard to prevent.
