The Sovereignty of Mandalore was an unrecognized state comprising numerous Mandalorian clans that rallied together with the goal of eradicating the recognized Mandalorian Confederation and replacing it with a more totalitarian autocracy. The Sovereignty spent most of their time attacking ships in and around the Mandalore sector as pirates and terrorists, though many of their larger operations were almost always thwarted by the Journeyman Protectors. The Sovereignty was fully disbanded in 12 ABY after the last of its leaders were assassinated by a joint team of Mandalorian and New Republic commandos.
The organization was commanded by a group of elders and clan chieftains that collectively referred to themselves as the 'War Council', with an elected 'Sovereign' overseeing the council's functions. Not every member operating to the capacity of terrorism and piracy, as others took a more political or legal route to achieving their goals (i.e through political infiltration and espionage).
