It comes down to a balance of freedom and accountability. We are not a religious group who can pick and choose when to obey the law. We can love, we can hate, we do not dictate the "right" way to use the Force and we do not lord over others from an ornate temple. Shimkan Jedi are Shimkan citizens, first and foremost, and the Force does not change the rights they enjoy as citizens – nor does it free them from accountability, should they break the law.

The Shimka's Well Enclave was a Jedi Enclave and Jedi splinter group based on its namesake world of Shimka's Well, located in the Rose Nebula. Formed by members of the Strategic Asset Reassignment Bureau – a division of the Republic Strategic Information Service – who disavowed the Jedi Order and Galactic Republic during the controversial Waverunner Exodus, following the lead of senator and Jedi Master Zhavi Waverunner.

Established as an alternative lifestyle to the mainstream Jedi Order, the Shimka's Well Enclave shed many of the existing constraints of Jedi life, such as allowing Jedi to maintain romantic and familial relationships and practice the Force however they saw fit, provided they obeyed planetary laws. The Enclave impressed upon its members the importance of the connections an individual made with the people around them, encouraging friendship, close family ties and the pursuit of love.

Recognizing, as the Jedi did, that such connections were the source of strong and sometimes volatile emotions, the Shimka's Well Enclave also encouraged and supported therapy as a common practice, decreasing the likelihood of their Jedi falling to the dark side of the Force. Jedi of the Enclave were renowned for their innovative work as artisans, crafting a wide variety of Force-imbued objects, which the mainstream Jedi Order often likened to Sith alchemy, despite the absence of the dark side in the creative process.
