Shandur Arrofai was a male Zoolli Jedi Master who lived during and after the Second Imperial Civil War. Surviving the conflict with the One Sith, he continued his service under the joint administration of the Galactic Federation Triumvirate.
In 157 ABY, Master Arrofai was dispatched, alongside Imperial Diplomatic Corps Captain Nell Serris, to settle the Tapani Conflict. He sensed the influence of the dark side in the entire affair, but was unable to prove his suspicions, and only provoked the resentment of the Tapani sector noble houses by suggesting the One Sith were involved. When Serris drafted what eventually became the Treaty of Procopia, Arrofai was concerned about the lack of Jedi or Triumvirate oversight. Though the noble houses eventually agreed to a version that left supervision of the sector in the hands of House Mecetti, not the Triumvirate, the Jedi were allowed to conduct periodic spot inspections of their own.
