The Shadow Council was an intended council of Imperial officers to be founded by Counselor to the Empire Gallius Rax after the Battle of Endor ended with the deaths of Emperor Palpatine and Darth Vader. However, in 5 ABY onboard the Ravager, Annabelle Nakamura assassinated him in his sleep and took his place as Counselor to the Empire, forming her own council in its place.
