The Second Resistance was a title applied to a period in Milagro's history following the 1,386 BBY Second Battle of Milagro, when a Galactic Republic fleet commanded by Mali Darakhan expelled the Sith occupiers and installed a pro-Republic government. Many Resistance groups, including those led by Zemma Rufos, Nissi Enkolfo, and Tago Tafen, came in from the cold to form the new government, ending the First Resistance.
Other groups, however, were not persuaded to lay down arms, objecting to the new government for various reasons, most of them anti-Republic. On the same day, Milagro voted in a new Parliament dominated by the pro-Republic Milagro Forward Party and National Union Party, and two Jedi Knights killed Pastor Jeh-Kro. Those opposing alliance with the Republic formed the Army of Free Milagro, which conducted various militant attacks against the Republic and its supporters. The survivors of Jeh-Kro's religious organization, meanwhile, formed the Flame of Retribution to spread Jeh-Kro's teachings while also punishing the Republic with firebombings and suicide attacks.
While AFM and the Flame of Retribution were considered by historians to be the key forces animating the Second Resistance, the two had very different goals and did not collaborate, though they rarely directly opposed one another either.
