Presidential Order 0139/D was a Presidential Order issued some time after the death of Cal Omas, but before the fall of Coruscant to Sith forces.
The entire wording of the Presidential Order is unknown but the following is;
Presidential Order 0139/D
By the order of the Chief of State… commander-in-chief of the Galactic Federation of Free Alliances.
From the declaration of this order forth, The Jedi Order, defenders of peace and justice throughout, servants of the Chief of State and the people of the Galactic Federation of Free Alliances, are declared defunct. All Jedi are to be incorporated into the military, any refusal to do so will be constituted an act of treason and will be punished by life imprisonment or execution.
The declaration of this order by the then-current Chief of State effectively declared the Jedi outlaws in a time when the galaxy needed them most. Although they had not been declared enemies of the Galactic Alliance, any attempt to maintain their independence of the Chief of State would be constituted an act of treason or worse war.
Many Jedi surrendered to the order, but the vast majority did not. Many of these Jedi would go on to directly, and publicly, breach Presidential Order 0001/A.
