The Makeb Business Council was the government of Makeb prior to its conquest by the Hutt Cartel in 3,640 BBY. It was established by the Avesta family, and was headed by Shalim Avesta during the conquest. When the Hutt Cartel wanted a presence on Makeb upon hearing of the world's natural resources, the Council forced the Cartel to sign trade partnerships instead.
Later, at the outbreak of the Clone Wars in 22 BBY, the Council was led by Vylanthar Avesta. They decided to join the Confederacy of Independent Systems, because the councilmen believed that they would profit more from siding with the CIS.
