Luo was a city located on the Wild Space planet Neroth. Luo was the largest city on Neroth and was the planetary capital. A glittering tropical metropolis, Luo was a place of luxury and excess, and was home to numerous bars, casinos, lounges, restaurants, and shops.

Located on the largest island, Luo was a seaside city, nestled in a bay. The city was carefully planned and constructed so as to not damage or destroy the native environment. As such, the island's mountains, dense tropical flora, and abundant water were all incorporated into Luo's urban plan rather than demolished. The aesthetic of the city was not unlike the ecumenopolis skyline of Taris or Manaan's Ahto City: the architecture was characterized by smooth white exteriors, with gentle elegant curves contrasted by clean straight lines. Scintillating neon and electronic displays were very frequent, colorizing and illuminating the skyline, and washing the city in light, color, and sound. Some buildings had giant displays traveling up and down their entire length.

In order to compensate for the lack of abundant landmass on Neroth, much of Luo city was vertical. The multitude of buildings consisted of skyscrapers: in fact, it was near-impossible to find a building that was under five stories.

While the buildings were elegant, they did not lack for fortification: most of the building foundations were made from bunker-grade ferrocrete and metal. Similarly, the buildings were fortified to withstand monsoon winds and weather in the storm seasons. The streets were protected by particle field projectors, which combated heavy rainfall.

The city was divided into four sectors: north, east, south, and west. North Luo was the main residential area, home to towering skyscrapers and apartment blocks. East and south Luo, also known as "downtown", were the main commercial centers in the city. The spaceport was located in Luo west, along with wharves, marinas, and docks for water craft.

Locations[]

  • Amaranth Towers: The tallest buildings on the planet, the Amaranth Towers dominated Luo's skyline, and were visible from nearly every angle of the city. Luxury high-rise skyscrapers, Neroth's wealthiest had the best views in town. Darth Titania herself owned a penthouse in Tower One.
  • Boardwalk: A sprawling pedestrian promenade network.
  • Red Light District: Located in Luo south, the Red Light District had a particularly seedy and hedonistic reputation. Many casinos, clubs, and restaurants were located here, and, as prostitution was legal on Neroth, brothels for sexual companionship. The Red Light District very much qualified as a shadowport.
  • Sapphire Bay Mercantile Plaza: A sort of "sister neighborhood" to the Red Light District, Sapphire Bay was a thriving market square. The saying went that anything could be found in Sapphire Bay and that much was true: it was a haven for hackers, slicers, and both grey and black market techs.
  • Shin Ishinoh: A neighborhood adjacent to the Red Light District, Shin Ishinoh had a similarly seedy reputation. It was home to night markets with countless streetfood stalls, small merchant stalls that offered a number of wares, and alleys lined with arcades and various nightclubs and lounges. The Nazu Towers were located here.

Luo started as the initial landing zone and staging ground for Qo'un Sinan's forces after the Sith Lady claimed the planet for herself.

Behind the scenes[]

As previously mentioned, the city's aesthetic was inspired by Taris' skyline and Ahto City, but also the city of Nos Astra on the planet Illium from Mass Effect 2, and the city on Cassel from Star Citizen. It was also partially inspired by the Neon East level in The Urbz: Sims in the City, as well as the more typical cyberpunk urban sprawl like the one prominently displayed in Blade Runner.
