Kempurus was a planet located in the the Outer Rim Territories. A desert world, it was largely lawless with a few cities where a form of law and order was maintained. A majority of the inhabitants of the planet, however, lived in smaller towns or villages where laws existed mostly on a place by place basis. While technically a part of the Galactic Republic, it was largely ignored by the Republic and left to its own devices, with its lawlessness attracting migrators from far and wide who hoped to find a new life or become a prospering crime syndicate. Due to its hub of both criminals and desperate people wanting credits to live, the Bounty Hunter's Guild established a local guild in the form of the Kempurus bounty hunter guild, which quickly grew into a large hub for hunters across the galactic region.

The planet eventually came under the rule of the Morsian Empire as its galactic borders slowly expanded to incorporate more planets. Approaching the largest and more civilized cities, they offered to make them protectorates, which all accepted, resulting in Kempurus becoming a Morsian Protectorate Planet some time around 45 BBY. In the following several decades under Morsian aid, the planet was built up with infrastructure and civilization. Proper road networks were founded, the rule of law was brought in and enforced while public works were greatly expanded to bring rail networks and fresh, clean water to the towns and villages as they were connected. The bounty hunter guild was purchased and made defunct, while the supply of trade goods was expanded.

Early settlement[]

Kempurus was a vast desert, covered mostly in sand and rock, inhabited by hardly nomadic tribes who stuck mainly around whatever water could be found across the planet. After being discovered by the Galactic Republic, travellers, settlers and individuals looking to exploit its natural resources came to the planet and established many isolated, small and independent colonies. Some of the tribes migrated and settled in these, while others retreated to continue their nomadic living. As a result of this influx, however, the planet quickly devolved into relative lawlessness where criminals and underhand dealings prospered.
