Julius Vix'tar was the final ruling dictator of the Morsian Military Dictatorship and later civil war state Qui Unitum Potentiae. Julius came to rule the dictatorship at the turbulent time in the middle of the Second Morsian-Sicc'orax War after the previous dictator Flavia Yjak'aar unexpectedly died. Despite the Morsians eventually winning the war, there was great divide in Julius's rule within the Morsian Senate which split the country in two, beginning the Third Morsian Civil War with half of the Senate supporting Julius.
Over the course of the war, however, his mental state began to deteriorate and lead him into madness. This was only further accelerated with the First Morsian-Sparti War which saw the Morsians loose a large overseas colony to the Kingdiomi Di Sparti. His increasingly mad state led him to make more and more insane decisions which hastened his defeat in the civil war, with mass desertion from the army. He was eventually murdered by his remaining bodyguards in the Morsian Guard, who promptly cut off his head, crucified his body at the entrance of Volcanesis Magna, and then surrendered to the Populi Rem.
