Huukeltelax was an ice world in the Galactic Rim section of the N'Akkiarl Galaxy which held the distinction as being the furthest permanent outpost of the Third N'Akkiarlian Star Empire, which covered practically the entire galaxy.
The planet was not settled by the Third N'Akkiarlian Star Empire until the year 987 ABY, the planet was found during a N'Akkiarlian research flight, the remoteness of the world meant a N'Akkiarlian Special Forces garrison was established on the world, and a top-secret research facility which did black ops experiments to create super-soldiers.
There is no such facility! Nor do the Special Forces have a facility on this world! I do not know where you got your information from, but it's rotten! I am the highest ranking man on the planet!

On the other side of the world from the top-secret military laboratory the only known settlement (to most people) on the world was founded, Port Huukeltelax, the port started off slow, but later grew. the Army of the Third N'Akkiarlian Star Empire established a garrison near the port, and Army soldiers commonly stood on guard within in the port, even though the port had its own security team.
Because the world was covered in ice and glaciers a large water processing facility was found on the planet, this facility dug holes deep into a glacier and processed the water for export across the galaxy.
Found buried under an ice field was the Rim Empire's premier warship, the Kal'ki'jaakt, which at that time was just over 5 million years old, long believe to be a legend, it was found by a N'Akkiarlian research team in 1,069 ABY in working order, the warship was dug out of the ice cap and used by the N'Akkiarlian Navy.
