He leads because he is the strongest, because he does not fear. Scrios has touched the very mind of the Void and emerged with his sanity intact and resolve undying. He does not lead the Dominion, he is the Dominion. This is why he was chosen. This is why he is the Harbinger.

The Prophet of the Void, also known simply as the Prophet or addressed ceremonially as the Harbinger, was the title given to the supreme leader of the Charon empire, recognized as such during the regimes of both the original and successive Charon Dominions. As a religiously-dominated military society, the Prophet of the Void was considered to be both a priestly figure as well as a military leader, reigning over the Voidborn Savants, the warrior Zealots, and the subservient Thralls.
The Prophet of the Void was always the most powerful Voidborn of their generation, gifted with the power of Omen and with eyes permanently adjusted to Voidsight, so as to lead the Charon people toward their destiny. The Prophet of the Void was also the only Voidborn to have a direct link to the mysterious conscious manifestation of the Void, known as the Presence. Although the Charon existed as a death-worshiping cult following the Great Collapse, the position of Prophet, as well as the existence of Voidborn in Otherspace, only came about after the emergence of the legendary figure known as the First Prophet, who was stated to have been spirited away to the Void, only to return with a mission and a gift from the "voice within the Void".
Although revered, the greatest figure believed to come from the Prophets was the Final Prophet, which was the last Prophet of the Void the Charon Dominion would possess before the ultimate enlightenment; namely, the eradication of all life in the galaxy. Although several Prophets had at some points in their lives believed themselves to have been the mythic Final Prophet, the term had since been considered to be purely mythological, as most Charon saw their mission as being never-ending.
