Gargan the Jailor, born as Devin Osnor was a Force-sensitive Tyrrhan politician who served as Gargan of Gargan's Empire during the New Sith Wars. He presided over a brief era of socioeconomic decline resulting from the chaos of the ongoing conflict between the Galactic Republic and Sith. During which the Empire saw a resurgence of crime within its colonies. To combat this, the Gargan established a penal colony on the planet Osnoraan, massively reducing crime throughout the Empire.
