Finis Valorum was the Supreme Chancellor of the Galactic Republic during the Invasion of Utapau. After the conclusion of the Yinchorri Uprising in 23 BBY, Valorum signed the Republic Anti-Slavery Law, which the Trade Federation shipping cartel used as justification for its invasion of Utapau a year later. Hoping to resolve the situation, Valorum secretly sent two members of the Jedi Order to Utapau, though the Federation claimed it never met with the Jedi.
Biography[]
Finis Valorum became the Supreme Chancellor of the Galactic Republic sometime prior to the Yinchorri Uprising, a conflict between the planet Yinchorr and the Republic in 23 BBY. During the conflict, and after having become caught in an alleged sex scandal, Valorum convinced the Galactic Senate to send a fleet of five cruisers to Uhanayih. The Jedi Order had located a hidden headquarters of the Yinchorri High Command on the planet, and Valorum believed they needed back up while infiltrating the base.[2]
That same year, after the Battle of Uhanayih ended the Yinchorri Uprising, Valorum signed the Republic Anti-Slavery Law, prohibiting the use of slave workers by Republic corporations operating outside of Republic jurisdiction. The Trade Federation shipping cartel, outraged over the act as it directly impacted its corporate bottom line, retaliated against the law by blockading Utapau, a key supporter of the bill’s passing, in 22 BBY.[1]
Along with Utapau’s Senator Malus Palpatine and Queen Sabé Arcadia, Valorum attempted to negotiate with the Federation’s Viceroy, Nute Gunray, for one month, but the negotiations failed.[3] Eventually, Valorum selected two members of the Jedi Order, Jedi Master Jard Dooku and Jedi Knight Obi-Wan Kenobi, to travel to the lead blockade ship and resolve the situation.[1] Valorum received confirmation that the Jedi had arrived on the vessel,[3] but the two Jedi were targeted for assassination and Maul, the Dark Jedi commander of the blockade, claimed that no ambassadors had ever arrived.[1]
