The Exarch was the mysterious and enigmatic leader of the Adeptis Uralis, a sect of Force-sensitive warriors dedicated to serving and protecting the Gargan of Gargan's Empire. The Exarch was among the most powerful Force adepts in the galaxy, yet also one of the most secretive. As the appointed head of the order, the Exarch directly served the Gargan and was responsible for relaying his orders and commands to his second-in-commands: the Holy Tribunal.
The Exarch was typically unable to speak or even use their bodily senses. As they had immersed themselves so deeply in Adeptan rituals and Ur-Spice, they could only communicate telepathically with either the Holy Tribunal or the Gargan. Most of their life, the Exarch spent their days meditating in private. Since the Adeptis Uralis did not discriminate between its members, both men and women were eligible to become the Exarch. The process of being elected Exarch was not readily understood - but likely involved secretive rituals not available to most of the Adeptis' members.
