The Empire of the Hand, was an autocratic government secretly established within the Unknown Regions by Grand Admiral Thrawn of the Galactic Empire. With the support of Emperor Palpatine, Thrawn organized an expedition to explore and pacify the Unknown Regions while the Empire consolidated its rule over the known galaxy. Though the Hand was created as an extension of the Empire, its ideology was an amalgamation of Imperial ideals and Chiss principles. As a result, non-Human alienswere permitted to enter military service. The main objective of the Hand was to defend the galaxy from various threats within the Unknown Regions, including extra-galactic invaders.

At least a few Executor-class Star Dreadnoughts were in Thrawn's possession, one of them, the Opressor, served with Thrawn's Nova Battlegroup.

Imperial Navy Troopers and Imperial Army Troopers were also seen as well, mainly for guarding planets. Chiss Troopers, were often equipped with lighting guns for destroying mass hordes of enemies.
All Terrain Armored Transports, All Terrain Scout Transports, All Terrain Personal Transports, All Terrain Missile Pods, Imperial Trooper Carrier, Juggernauts, Imperial Troop Transports served on the battlefield. All Terrain Defense Pods and All Terrain Defense Turrets served as the security force with the Imperial Army Troopers. HAVr A9 Floating Fortresses, Many Lancet Aerial Artillery(s), Aerial Landing Platforms were also used.

In order to ensure a powerful military force against threats lurking in the shadows, Thrawn recruited weapons development experts and scientists.
After the defeat of Doctor Cylo, Thrawn was able to recover one final last body thanks to his personal commandos. Thrawn allowed the mad doctor to continue his cybernetic projects within Research One, a secret research facility deep within the Unknown Regions. Thrawn oversaw Cylo to creating his Whale-Ships and Marines. Thrawn, like the Emperor, envisioned a specialized cyborg army.
