Elgarinn Duncan Finn, often simplified to Elgar Finn was an admiral who served in the Imperial Navy. Elgar founded the Foronian Governance in 4 ABY on Foron, but the planet was subsequently subjugated in 10 ABY by Imperial warlord Blitzer Harrsk. The Governance resumed independence in 12 ABY, when the New Republic liberated the planet.

Elgar Finn continued to lead the Foronian Governance until 17 ABY, when he was forced to retreat to Imperial territory, and rejoined the Imperial Navy. In Imperial service again, he was deployed to fight against the New Republic once more, only to be bested by his enemy and nemesis, Beya Ar'Lya, leading to his ultimate support of the Pellaeon-Gavrisom Treaty.

Elgar officially retired in 20 ABY to be with his family. However, in 28 ABY, he was urged to return at the behest of Grand Admiral Gilad Pellaeon, serving primarily in advisor capacity. Later that year however he returned to full service, resuming his position of admiral at the helm of the Finest Strike. At the conclusion of the war, Elgar retired again.

Drawn into a revenge plan by Hector Azimuth in 18 ABY, Elgar would die from an infection in 32 ABY, fourteen years later.

Biography[]

Early life[]

Elgar was born to Anne Finn and James Finn on Foron in 24 BBY. He was named after his grandfather, Duncan Finn, who had once participated in the Stark Hyperspace War. He rapidly grew close to his older brother, Thomas, and for a while, they were inseparable.

However, as the two grew up, they grew apart more as a result of their conflicting interests. While Elgar was more interested in service, Thomas followed in the footsteps of their father, and chose to become a banker. Their contact came to a complete stop when Elgar rolled into the Foronian Naval College, and left home.

Graduating in 7 BBY, Elgar enlisted in the Imperial Navy, his certificate being more than sufficient to join the navy. He became the captain of his own Star Destroyer, the Right to Rule.

Imperial service[]

Elgar was proud to serve in the ranks of the Empire, despite being a captain. Upon his enlistment, Elgar was assigned to admiral Terrinald Screed's Tenth Army. During this time, Elgar often jokingly referred to Terrinald as the "Demolisher Screed", after Terrinald's flagship.

During his service in the Tenth Army, Elgar participated in the elimination of several Separatist holdouts.

Imperial instability[]

In 7 BBY, the Reslian Purge, a genocide against the Lortan Fanatics, reached its climax with the battle of Saloch². Finn, a reticent critic, condemned the actions of the Empire at this time but chose not to act.

In 6 BBY, he encountered the former Confederate commodore Miri Yane in the Centrality. After a brief manhunt, he defeated her over Coronampla.

In the aftermath of the encounter, Elgar was charged with the arrest of the former Separatist. Despite having doubts, he placed her under arrest and had her transported to the Core Worlds.

By 0 ABY, Elgar had been promoted to admiral, and was granted command of his own fleet.

In 2 ABY, Elgar joined forces with Olyver Baines and Ioseb Karagöz in putting down a major insurrection on Naboo. While an Imperial victory, the unnatural cause of the rebellion required Elgar to pen over twelve different reports, gaining him the nickname, the book lord.

Influence on Mandalore[]

In 4 ABY, Elgar was charged with finding Mandalorians sympathetic to the Imperial cause. As a result, Elgar led numerous diplomatic missions to Mandalore in an effort to find allies. While initial efforts proved fruitless, Elgar eventually got into contact with Clan Ryd, a small Mandalorian clan led by Alistair Ryd.

Elgar was stationed over Mandalore for many months, but was recalled to join the Imperial trap at Endor. Leaving behind the rest of his fleet at Mandalore while the Right to Rule joined Death Squadron.

Endor[]

Captains, admirals.. I know, you must doubt the survival of the Empire. But the Empire was never just the Emperor. The Empire, is us. The Empire's goal was to keep the galaxy peaceful, and secure, against these rebels. Where the Emperor has failed, we must try to succeed. We must try, to stand together against this common threat. Yes, your homeworld may be under threat, but tell me, who will stand between your homeworld and utter destruction; we are the last line of defence. Now more than ever, we have to stand together.

The Right to Rule was part of the reserve force during the battle of Endor, but did not participate in the battle itself until after learning of the Emperor's demise.

Right to Rule Endor

Grand Admiral Osvald Teshik assumed command and led remaining Imperial forces into a last stand against the Alliance Fleet. Admiral Finn and the Right to Rule were present for the showdown, with the Right to Rule at least grinding two Nebulon-Bs into the dust, and over a dozen starfighters were destroyed by Imperial starfighter ace Sander Rayley's 42nd Interceptor Wing during the battle.

A little while into the battle, captain Gilad Pellaeon called for a retreat of all Imperial personnel. While initially hesitant, Elgar followed the captain's orders and made his way to Annaj.

Arriving there, Elgar learned that a lot of the Imperial forces present at Endor had instead set out on their own initiative, and plenty more intended to leave. Despite his best attempts, Elgar could not prevent more Imperial forces from deserting, and in light of commanding officer Adye Prittick's indecisiveness, also left the Annaj system to collect his fleet at Mandalore.

Arriving at Mandalore, Elgar was informed of a schism within Clan Ryd, between loyalist forces of Alistair Ryd, loyal to Finn, and the forces of Orgul Ryd, opposed to Finn. While Elgar's forces briefly participated in the conflict themselves, Alistair and his forces were soon evacuated, and the Right to Rule fleet retreated to Elgar's homeworld, Foron.

Upon arriving at Foron, Elgar gradually took over control of the Imperial garrison present.

Post-Endor independence[]

Six years of independence[]

Elgar retreated to his homeworld of Foron and declared its independence from the Empire. Despite Foron having flourished since it was subjugated by the Empire, Elgar refused to see his homeworld go down with the Empire.

Elgar established himself as effective supreme leader of the government, but often ruled to benevolence, or so many Foronians often thought. His change in leadership - too different from previous Imperial rule - gave rise to increasing planetary unrest and the establishment of several political factions. Parties of differing ideology, primarily fascist and Imperial came to be established.

Cooperating with the Foronian Special Forces and the Foronian police, Elgar came to work closely together with his uncle, now Commissioner Reno Finn, leader of the police forces. Once a detective, at this point Reno had become the leader of the planetary police forces and became vital in the rooting out of Elgar's political opponents he considered to be threats to his government.

Serving a warlord[]

In 10 ABY, Blitzer Harrsk invaded and subjugated the planet successfully, forcing Elgar's retreat to the Deep Core. As if per chance, an old ally of his, Olyver Baines called upon Elgar to strengthen his forces in the Core. Seeing no alternatives, Elgar joined forces with the self-proclaimed Grand Moff.

Elgar found himself at odds with the admiral-turned-pirate Hector Azimuth, who had entered service with the Grand Moff a couple years prior. The two would often clash in regards to Hector's unorthodox strategies and methods, to the dismay of the Grand Moff.

On his own accord, Elgar made his way to Muunilinst and sacked the InterGalactic Banking Clan headquarters, seizing plenty of credits and Banking Clan assets before bombarding the building from orbit, killing almost all present employees. A large sum was donated to Baines in effort to help him build up his empire.

Elgar reluctantly joined the Grand Moff's campaign during Operation Shadow Hand, unwilling to risk the New Republic learning his name.

Invasion of the Arkanis sector[]

In 12 ABY, Elgar was tasked with conquering the Arkanis sector. His fleet, joined by the Necessity and the Vrykolakas, renamed the Crusader, moved on Arkanis, and after a brief Skirmish over Arkanis, conquered the planet.

From here, he moved on to Geonosis, violating the neutrality established by the Geonosians eight years ago. During the invasion, they seized the assets of Geonosian Industries and Huppla Pasa Tisc Shipwrights Collective, adding loads of Nantex-class starfighters and Geonosian dreadnaughts to Baines' armada.

From Geonosis, he moved on to Tatooine, where Imperial forces seized Jabba's Palace from the B'omarr Monks. Elgar made the Palace his new base of operations, and from there launched his forces across the rest of the Arkanis sector. Within a month, the Arkanis sector was under his control.

During this time, the New Republic liberated Elgar's homeworld of Foron. Elgar, unwilling to compromise his loyalty to Baines, remained on Tatooine.

Shortly after the Arkanis campaign however, Operation Shadow Hand came to an abrupt end with the final death of emperor Palpatine. His death gave the New Republic the edge it needed, and the warlords were on the run again. The New Republic Sixth Fleet, under command of admiral Beya Ar'Lya, seized Hypori and Molavar, as well as fighting a battle near Denon, cutting Elgar off from Rothana. In light of this, Elgar abandoned the Arkanis sector, and set course for his homeworld.

Arriving in the Foron system, Elgar learned of the meager New Republic garrison forces protecting the planet, and easily crushed New Republic resistance, reestablishing his faction, the Foronian Governance.

Foron independent once again[]

Unlike the last period of independence, Foron was riddled only by few coups, as most Imperial factions were either killed by Blitzer Harrsk for defending Foron or persecuted by the New Republic. Elgar used this to his advantage, striking several deals with the New Republic. While the Imperial factions that remained were agitated by these actions, they hadn't enough supporters to act on it.

Later that year, Natasi Daala murdered thirteen of the most powerful Imperial warlords in the Deep Core and seized their holdings. Elgar, believing Daala to be an incapable leader, condemned her actions and publicly denounced her, barely escaping her wrath with her defeat at Yavin IV and her resignation as head of state.

At this time, Elgar learned of Thomas' career as banker with the InterGalactic Banking Clan. Realising he raided the Banking Clan headquarters several years prior, he believed he had killed his own brother in the ensuing bombardment. He began to blame himself for his brother's demise and vowed never to issue a Base Delta Zero again.

When Gilad Pellaeon rose to the position of Supreme Commander, Elgar was skeptical of the Empire's fate, only knowing him as the captain who ordered the retreat from Endor. Nevertheless, Elgar saw the establishment of the Imperial Remnant as a symbol of renewed Imperial unity, and the end of the Imperial Civil War.

When the Imperial Remnant launched a renewed campaign against the New Republic in 17 ABY, Elgar declared his loyalty to the new Imperial state.

Returning to the Empire[]

At the start of new Imperial Skirmishes, Elgar was forced to retreat from Foron when the New Republic launched an attack, in retaliation of Elgar's earlier announcement. While Elgar got away, the Governance's nominal independence came to an end, and the territory became a vassal state of the New Republic.

Elgar rapidly made his way to the new Imperial capital Bastion to present himself to the Moff Council who immediately took him on, despite misgivings.

Battle of Ord Terath[]

Being short-handed, Elgar was quickly deployed to battle. Since the battle of Columus, the Imperial Remnant had been on the back foot, with Daala being put out of the war, Gilad Pellaeon was on his own to salvage the situation.

The New Republic Sixth Fleet was among the several fleets to invade Imperial territory, and the fleet, led by Beya Ar'Lya raced towards Ord Terath, one of the few remaining Imperial outposts left.

Beya lay siege to the planet, when Elgar was rapidly yet late deployed to the planet. Not his first encounter with the Bothan admiral, Elgar took extreme caution, having acknowledged the fact that he was outnumbered and his defeat all but certain, he instead focused on destroying as many of Beya's force as he could.

Elgar took heavy losses during the battle, retreating with his three remaining Star Destroyers, and the remainder of the Ord Terath defence force, which would officially become part of the Right to Rule Fleet afterwards.

Pellaeon–Gavrisom Treaty[]

While a loyalist, his return to service and the defeat he suffered at the hands of the New Republic Sixth Fleet convinced him of the threat the New Republic had become, leading to his ultimate support for the Pellaeon-Gavrisom Treaty.

However, the Council viewed his time as leader of Foron as warlordism, and as such Elgar lacked any real credibility he required to make his statement to the Moff Council. This led to the Council's neglect of Elgar's opinion, and following the war, Elgar would often be deployed to complete petty missions.

His early days in service of the Remnant were turbulent and marked with frequent fights between him and his second-in-command, Charles. Despite this, the pair often went out. At one such night out, Elgar met his future wife, Mary.

Retirement[]

In light of his recent streak of defeats, Elgar came to put his service into perspective and saw all that he lost. He wrote a long letter, remarking on all that happened and how he came to the decision, before finishing his last report and resignation.

While he had wished to settle down on his homeworld, Foron had become New Republic territory, and instead Elgar settled on the Imperial capital, Bastion.

Hunt for his brother[]

In 18 ABY, Elgar realised another nemesis of his was still alive, the pirate admiral Hector Azimuth, who he served with and built a rivalry against during his service under Grand Moff Olyver Baines. Hector had captured his brother Thomas several years earlier during a raid in Oversector Outer. Elgar who had assumed he himself had been to blame for his brother's survival death, was threatened with his brother's execution unless Elgar presented himself to Hector on Anaxes. Not wanting to lose his brother, he complied.

Upon arrival, Elgar realised that the meeting location was the burial site of one of his captains, Elliot Miyron, the captain of the Basilisk. Elgar had never come back to visit the grave, and despite now being forced to do so, he kept his patience. Elgar and Hector started talks first, but upon realisation it would be fruitless, the two groups engaged.

Hector and Elgar faced each other in combat, and while Hector was infinitely more skilled with his blade, Elgar was armed with a holdout pistol. Elgar initially had the upper hand, but was severely injured as Hector had pierced one of his lungs. Regardless however, Elgar and Thomas managed to get away, covered by Elgar's remaining stormtroopers.

Upon getting out, Elgar was immediately brought to the medbay on the Right to Rule. They implemented a prosthetic lung, and while Elgar would live on for over ten years, an infection grew in him, and eventually killed him. After chatting, Thomas and Elgar parted ways, with the latter finding out that both their parents had died, leaving only the two Finn brothers.

Family life[]

By 20 ABY, Elgar had completely retired and lived a peaceful, if difficult life with his wife, Mary and later that year, his son, Jaro.

Elgar remained in touch with his brother and uncle, among the only surviving family members. Elgar and Mary married in 21 ABY, only a handful of people present at the wedding.

Resuming Imperial service[]

Yuuzhan Vong War[]

By the start of the Yuuzhan Vong War, Elgar and his former second-in-command Charles Marinn had both retired to quiet lives on Bastion, their collegiality having turned into a close friendship over the years, they continued to meet on occasion, often recollecting on their adventures and tales. On one such adventure, during Charles' early smuggling days, he encountered a Praetorite Vong scout force in the Outer Rim and escaped them.

Aware of this, Elgar opted for Charles to return to the Empire as naval advisor. Charles in return demanded Elgar come with him, and per Grand Admiral Gilad Pellaeon's request, the duo returned to the Imperial Navy. Despite the Remnant's current absence in the war, Charles and Elgar shared their knowledge of the Yuuzhan Vong and potentially useful tactics.

In 28 ABY the Yuuzhan Vong targeted the Empire, striking at Bastion, the Imperial capital. Charles and Elgar made their way off Bastion on the fleeing Right to Rule and after witnessing the devastating battle of Bastion, Elgar and Charles both returned to the Imperial Navy in full capacity, Elgar resuming his position of admiral and Charles as his second-in-command at the helm of the Finest Strike, as his previous flagship was now under command of Gilad Pellaeon.

Commanding from the Finest Strike, Elgar led Imperial forces during the battle of Bescane to a costly victory, routing Yuuzhan Vong forces. Continuing his campaign against the Yuuzhan Vong, it ensued with the battle of Donov and the concluding liberation of Vianden, which all saw allied victories despite steep costs.

After the war concluded, Elgar made one final tour of Right to Rule, before officially retiring from his position once more, this time permanently.

Later life[]

Prior to his death, Elgar compiled all of his after action reports and stored them in the Imperial Library on Bastion for educational purposes.

Near the end of 31 ABY, Elgar released an autobiographical novel detailing much of his life after his enrollment into the Foronian Naval College. While the book was fairly comprehensive, specific parts, mostly related to his family, were not included in the book.

Elgar died several weeks later in 32 ABY as the result of infection.

Legacy[]

His sudden and unexpected death was a shock to most of his relatives, mostly to his wife, his son and his brother. His career however inspired his son, Jaro, to enlist in the Imperial Navy many years later.

On Foron, a motion was started by some to rename the Foronian Naval College in honour of the late admiral, but this was protested by both the Finn family and the New Republic.

A closed funeral was held on Foron, only his wife, his son and his brother being present for the funeral.

Personality and traits[]

A loyalist and humanitarian, his interests often conflicted during his service with the Galactic Empire. While Elgar himself had much respect for individuals and species, the Empire had no such luxury, and Elgar often was at odds with Imperial doctrine in later years.

Elgar had an incredible sense of loyalty, even choosing the Empire over his personal feelings time and again. Even during his reign as ruler of Foron, his loyalty never faltered, and in 17 ABY, albeit forced to, he rejoined the Empire.

During his reign, he was often seen as a benevolent and just, yet weak ruler. His compassion to those the Empire thought were undesireable led to infancy with Imperial loyalists on his homeworld, but was loved with the general populace.

He had little sense of family, having found himself stranded and disconnected from his family on a young age, he left his home when he was seventeen years old and was only ever really close with his brother, Thomas, although only on a younger age.

Especially in later years, Elgar showed an increasing interest in books and reading, history books in particular. In his apartment on Bastion, he would garner a large collection of books he'd pass on to his son.

As a result of Elgar's action on Mandalore in the months leading up to the Endor, he gained the nickname Kandosii, meaning "indomitable" in Mando'a. Mandalorian forces in service to him after Endor, Alistair Ryd in particular, continued to refer to him as such.

Behind the scenes[]

Initial drafts for Elgar Finn made him the Moff of the Foron sector, and instead he commanded an unnamed Praetor Mark II-class battlecruiser and later an Imperial I-class Star Destroyer named the Road to Rule, after a feature from the Fable game series.

Similarly, some of his physical attributes were different. For instance, in initial drafts, he was supposed to be around 2 meters tall.

In addition, he was meant to only be a minor character in the story of another character. He has since grown exponentially beyond expectations.

Elgar's character and story were loosely based on Vector Hex's initial story, and while still similar on certain points, the rewritten version of Vector Hex greatly diverges.
