The ancients of Sarva do not answer to outsiders.

The Ecumene of Sarva, sometimes called the Commune of Sarva, was the official "government" of all Sarvan territories in the galaxy, such as they were, though calling it a government in the traditional sense would be something of a misnomer; technically speaking, the Sarvan culture was not conducive to the necessity of actual governance, nor even standing judicial, military or economic systems. The Sarvan people assembled formal bodies for governmental, military, legal and economic purposes on each occasion of need, rather than keeping them consistently present.
Traditionally, the leadership of all Sarvans rested with the Ancient Council of Sarva, composed of those Sarvans who had transcended traditional concepts of life and death by merging their minds and bodies with continents, oceans, moons, stars, and sometimes other immense inorganic bodies of the universe. They could then create and destroy new bodies for themselves whenever they desired, and so, at any time, any one or more of them could appear where and when necessary to make executive or legal decisions for the Sarvan people.
It is unknown when the Sarvan "government" was technically founded; because of its somewhat informal status, there are no records kept of when the Ancients of Sarva first convened the Ancient Council, nor when they first achieved interstellar travel or first contact with other advanced beings of the galaxy. It is, however, believed by some including the Celestials of the Ethereal Family that the Ecumene preceded even the original incarnation of the Ethereal Empire, which was itself even older than the Galactic Republic.
Rarely did the Sarvans concern themselves with the affairs of outsiders for many centuries, however, in time, the Ancients were persuaded to establish a permanent delegation to represent the Sarvans as members of the Diet of the Ethereal Demesnes. As part of the Ethereal Demesnes, the Sarvans came to be a major source of extremely pure minerals, gemstones, crops, and the like, and in fact a number of people from across the region came to settle among the Sarvans, most prominently Ethereal Humans, K'Sar, Luncaris, Adrexi, and Nok'Van.
These non-Sarvans often sought the sort of peaceful, free state of living and being that could easily be found among Sarvan territories. Here, they had only to accept the occasional orders of the Ancient Council in exchange for living among passive animals, unique plants, and landscapes which some of these settlers said were "dream-like".
The Sarvans did, however, occasionally involve themselves with outside affairs; like all members of the Diet, they in time came to feel a sense of belonging, almost a sense of basic community or family among the Demesnes, a sort of interstellar, federal nation with only limited actual federal governance. In such cases as the Ecumene joined with the other Demesnes in interstellar politics, they proved to be brave warriors, persuasive diplomats, and efficient traders.
