As with every other beginning, the Declaration of a New Imperium ushered in by Panarus Kopan during a new session of the Odestrian Senate was the beginning of a new Era within Odestrian history. The Third Imperium had ended and with it, the Tri Decim Humilitus. A new Imperium with a new, codified constitution was ushered in. During the declaration, Kopan stated the desire for unity and strength, thanking the Republic for their aid in toppling Darth Dajivan from power and claiming that in order to be a true nation, the Odestrian state needed to find strength in the diversity of its citizens.
The Declaration was celebrated as the holiday "Kopan Day"

Citizens of the Odestrian Imperium. For the last three decades, we suffered the degrading humiliation of the rule of Dajivan Orsanov. What some of you might not know is that the man who ruled over our Imperium, our state, our home, was a Sith Lord. This Sith Lord, this Darth Dajivan and the Odestra Guard, poisoned our nation. For the last three decades we’ve been under this thumb and only now we see our way to a brighter future. The people of the Greater Galaxy have held us through this trial, with their help, myself and those who remained loyal to the Odestrian way of life have successfully liberated our nation, our worlds, from the oppression of the Sith. We owe them our thanks but more importantly, we must remain ever vigilant. The Galactic Republic has proven to be a steadfast ally in liberating our nation from the tyranny of Dajivan’s rule. What we should remember however, is that Dajivan’s accumulation of power came from promises he made to the people of this nation. Promises which he made to divide and antagonize our minority populations, trying to establish the Odestrian nation as a Panasian one. Our nation, our Imperium, is the Imperium, Planets and People of Odestria, not of Panas. The Panasian race, my race, is simply one part of a larger nation. The Odestrian Imperium is a state of values, values which we all share as Odestrians. The third Imperium was a period constantly badgered by war and internal strife. Ever since the collapse of the Second Imperium at the end of the Great Imperium War, this was no fault of the Genzzus Emperors, were it not for their leadership, the Imperium would have collapsed under the duress. Unfortunately, what came about from this was the loopholes which allowed for Dajivan to take the silver throne and lead us into these three decades of humiliation, this Tri Decim Humiltus. From everything we’ve been through, the Third Imperium’s end came with Dajivan’s rule. This conclusion was unworthy of the Imperial era which is capped off. For everything we fought and died for, Dajivan’s rule came within a hair of uprooting it. I believe we can recover from this. I believe in the dream that is the Imperium, Planets and People of Odestria. With this, I declare a new Imperium, an Imperium which will not yield to the faults of old, an Imperium which will bring us, the people of Odestrian space, into a new golden age. The Fourth Imperium will be a time of building the Odestrian state into the nation it was always meant to be. A bastion of civilization and culture in the chaos of the ocean of void outside our borders. Odessan’s gift and grace shines upon our destiny, upon our worlds and upon our people. It is time for us to rise from the carnage of the last three decades and indeed, of the last two centuries. It is time for the Odestrian people to stand united against all those who seek to divide us, conquer us, enslave us. It is time for us to show the Galaxy the power of a united Odestrian nation once again. IN IMPERIUM! | |

Reactions to the declaration were almost unanimously positive. Following his declaration the Senate arose in a roar of suppose, all members casting their vote and the overwhelming majority of them supporting the transition to a New Imperium. Many Odestrian Senators wanted to distance themselves from the past of the Tri Decim Humilitus while others who may have secretly supported Dajivan wanted to distance themselves from his nationalistic and Sith centric policies. Following Panarus' speech the IPPO immediately began to transition into its new form. This form would last for millenia until its eventual collapse.
