He was a guardian of balance and cared for the peace being brought between various fractions across the galaxy, such as the Councils of Aoe, which he joined together and stood in charge of the newly proclaimed Empire of the Councils. In the era of the New Republic government, the man unsuccessfully sought to persuade Shmi Skywalker not to bring back the old lords of the Sith with the reviving elixir, and consequently to uphold the Rule of Two, established in the ancient times by Darth Bane. Over the following years, he led Luke Skywalker by telling him what next to do to receive the Prime Lightsaber. As soon as the artifact ended up possessed by the disguised Mace Windu, Counciller saved the last Jedi's life standing in fight with him. Regardless of the following explosion, he managed to survive, and — in 21 ABY — he helped Lando Calrissian contact Luke Skywalker in a way so he could arrive upon the planet of Tismor to help his friends, who were captured by Snoke's forces.
