The Council of Thirteen was the name given to the individuals gathered by the Force Entity upon whom it made guardians of its powers in the Galactic Realm. The Council of Thirteen included Celestials, Rakatas, Sharu, the species that would become known as Force Wielders, and a Midichlorian.
