The Council of Honors in the Golden Empire was a body of advisors which existed to advise the Sovereign on the creation, awarding, and revocation of civilian honors. Military awards were handled separately by the Glorious Armada. The Council received recommendations from numerous sources, and had sub-councils on each member world of the Empire to process such recommendations. However, as all Royal honors were awarded under the authority of the Sovereign, the Council had ultimate discretion over which recommendations to pass along and which to pass over.
The Council was under the joint jurisdiction of the Ministry of Internal Affairs and Integration and the Ministry of Arts and Culture. The Minister of each department alternated in filling vacancies on the Council, and both Ministers received the Council's recommendations for the issuance of honors, made their own recommendations, and passed the list to the Sovereign.
