The Council of Elders was the first ruling party of the Infinite Empire. After forming as a coaliton of islands on Rakata, the Council of Elders led their armies to victory against the Council of Warlords. Eventually, they came to govern the entire planet and their rule was responsible for the discovery of the hyperdrive.
