The Confederacy of Heaven, or CoH, was a galactic government that the Confederacy of Independent Systems evolved into, was partnered with the Republic of Heaven and proposed by Separatist senators Mina Bonteri, Kerch Kushi, Amita Fonti, and By Bluss, and later also by Punn Rimbaud and Voe Atell. Its purpose was to cleanse the CIS of Sith influence, and make it a more fair government for the star systems that wanted to secede from the Republic.
History[]
Hundreds of thousands of star systems wish for independence and freedom, why else would the Confederacy of Independent Systems exist? Here, they can all live with that blessed freedom at peace with one another.

After Dooku and Palpatine were deposed of their political positions near the end of the Clone Wars, and the Sith influence over both major factions was lifted, Bonteri worked with Padmé Amidala to bring a peaceful resolution to the war between the Republic and the Confederacy. Bonteri was made the new Head of State of the Confederacy, and promised a role and destiny to her people.
As the leader of the new Separatist movement, Bonteri, with the help of some Jedi and soldiers, rounded up General Grievous, Durge, all the Dark Acolytes of Dooku, from Sev'rance Tann to Tol Skorr, and had them locked up in the Citadel prison on Lola Sayu, where they were watched over by Osi Sobeck; all but two, Sora Bulq and Asajj Ventress. She spared Bulq because he truly believed in the principles of the CIS, and was no longer under Dooku's control; she made him her personal bodyguard. And Ventress, because of her troubled past, was rehabilitated and redeemed, becoming a citizen of the CoH.
Together with the Separatist Parliament, she wrote the Declaration of Peace and Independence, signifying an indefinite peace with the Republic of Heaven. It also stated the Confederacy's principles of Truth, Justice and Equality, making the CoH a beacon of hope for those lost in corruption, tyranny and dependence. She made Admiral Trench, Commander Merai and General Rootrock the commanders-in-chief of the Confederate Navy and Army, respectively, and she provided much needed help and relief effort to worlds in need within the Confederacy, like Jabiim, New Plympto, and the Andoan colonies.
Bonteri also lowered taxes for all her citizens, and she allowed the Trade Federation, Commerce Guild, Corporate Alliance, InterGalactic Banking Clan, and Techno Union to provide for the Confederacy's citizens, though not to get fat off their riches, but she also didn't allow the guilds to be government, like under Palpatine and Dooku. Even the Mandalorians found liberation under the Confederacy. Although they couldn't destroy the Republic, the latter's agreement to leave the former alone, and vice versa, convinced them that the Republic didn't deserve to die like they once thought it did.
Government and politics[]
The Separatist Congress will be the voice of the people, and Rootrock, Trench, and Merai will be the commanders of the CoH Armed Forces.

The Confederacy had a single Head of State, a former senator named Mina Bonteri, and the Separatist Congress was beneath her. Operating between them was the Supreme Commander of the Confederate Army, General Rootrock, the Supreme Commander of the Confederate Navy, Admiral Trench, and the Commander of the Confederate Aquatic Navy, Commander Merai, and next in command was the Separatist Congress Leader, Bec Lawise.
Under the CoH, all citizens were allowed to live the way they chose to live, rather than being indoctrinated in one certain form of thought or government. The different star systems were free to run their own affairs, as well, but the planets were expected to be loyal to each other, meaning that when a CoH world was in dire need of help, other planets should volunteer to help them. In other words, interdependence was encouraged in the Confederacy of Heaven. In addition to having peace with the RoH, the Confederacy also got along well with Duchess Satine Kryze's Council of Neutral Systems, allowing any Confederate worlds to join it if they so chose.
Bonteri also created the Galactic Peace Corps and the Independent Salvation Army to keep the peace in thousands of star systems and provide for the needy throughout the galaxy, respectively. Their symbol was the Force, being the power behind all life in the known universe.
Society and culture[]

With it, we think for ourselves and come up with new beliefs, theories and ideas without religious or political discrimation, and we can all contribute our thoughts and feelings on issues, important and unimportant. So whatever you do, don't let anyone tell you what to do. Just trust in the Force, and you will know what to believe in and how to live your lives.

The Confederacy of Heaven had a wide diversity of different human and alien cultures from all over the galaxy, having a large variety of different people who didn't want to live under the Republic anymore. Even some Republic cultures attached themselves to the edges of it. The Raxus anthem was the galactic anthem played to reflect the balance of pride and humility in the CoH, named after the governmental capital of the Confederacy. The CoH also had two international holidays; Clone Wars Memorial Day, in memory of the conflict that almost tore the galaxy apart, and Clone Wars Veterans' Day, which honored the Separatist soldiers and officers who fell in that war.
Religion was mixed in the Confederacy of Heaven. The state had two religious bodies. Because many people in the galaxy believed in the Force, and because it was proven to exist, many Confederates believed in it. However, because the new Separatist movement had so many races and species, and thus had so many religions, spiritualities and philosophies, the concept of Freethought was also practiced by almost all Confederate citizens. Bonteri and the State encouraged all the people to think for themselves, and not to let anyone tell them what to do. The only law the Confederacy put on the people's thoughts and actions was to trust in the Force, stating that it would guide every different individual to their truth and enlightenment, for while some truths were absolute, according to Bonteri, most other truths were relative, and were only the truth in the eye of the beholder.

There is room for all sizes and shapes of living beings in the Confederacy of Heaven, as long as they desire independence and freedom from corruption and do not disturb the peace of other citizens.

The Confederacy of Heaven is based similarly to Gerrard Winstanley's coined phrase The Republic of Heaven, and author Philip Pullman's idea with the same name in His Dark Materials.
