In 5 ABY after Annabelle Nakamura had killed Gallius Rax and became Counselor to the Empire, she formed a council to replace Rax's Shadow Council that he intended to create during the Contingency. Founded at Tsoss Beacon shortly after Rax's assassination, she would invite the leaders of various Imperial remnants to join her in her goal to revitalize the Galactic Empire, most of whom had pledged their support and forces to Anna after hours of revelations and discussions, and began a counteroffensive against the fledging New Republic in the Galactic Civil War. However, several Imperial leaders decided that Annabelle's goals weren't in their best interests and broke away from her council, igniting a civil war between their forces and the Empire at large. These leaders included Moff Royen, Governor Brashan, General Tuluh, Admiral Blitzer Harrsk, High General Sander Delvardus and Governor Ecressys. This council would be reorganized into the Vytal High Command where certain members became Joint Chiefs and others High Councilors in the Vytal High Council in 12 ABY.
