From a legal standpoint, Fandom owns most wiki-style sites (notably excluding Wikipedia).
From a philosophical standpoint, the SWFanon community "owns" SWFanon. Sebolto and I, as Admins, enforce the site policies, but we're elected by and work for the community as a whole, not the other way around.
If you're asking, "Do I post asking for permission on the creator's wall or yours?", definitely the creator's; even as the wiki's Bureaucrat, I have no power to authorize you to use someone else's work. If you mean, "If I receive permission from the creator, where should I post to notify the Admins?", just the dialogue on the creator's Message Wall will suffice; Sebolto or I will see it. You only need to bring it to our attention specifically if we revert edits or tag one of your articles with the Links advisory.
Free-use articles may be used or referenced (but not edited) by any other user; the full list is here. Free-edit articles allow everything free-use does, plus editing the article itself (though not making changes to the existing content); they're here.

The Editing Policy prohibits using, linking to, or even referencing another user's creations (whether characters or anything else) without permission.

No. A Star Wars fanon wiki that is not Star Wars Fanon but is somehow connected to Star Wars Fanon is not only nonsensical, but violates Fandom's policy on duplicate wikis.

Per Guideline §2, the Discussions forum is not a repository for fan fiction or fanon. This sort of content belongs on the wiki mainspace. As such, I have locked this thread to further replies.

The policies on Star Wars Fanon are not new; indeed, most of them have been in place for a decade or more over the wiki's nearly nineteen-year lifespan. As long as I've been here (and it's been a while now), quality has always been a point of pride, not to mention something that separates SWFanon from the Wild West on many other fan wikis, where policy often boils down to "if it's not a TOS violation and is vaguely recognizable as English, it's fine." If that's what their communities want, that's their business and entirely their right, but it's never been the approach here.
Constructive suggestions on improvement are always welcome; nothing is ever so good that it can't be better. That said, I invite you to explore SWFanon's history before offering critiques, so those critiques are better informed by the nature and history of the community here. The policies are there for anyone to read before they start editing, and if you have questions or need help improving, the Admin team is happy to explain and get you started in the right direction.

However, the Discussions forum has certain guidelines (which you can see by clicking the "Guidelines" bluelink in any comment or reply before you post it), which preclude just posting fanon here. The main site is the proper repository for fanon and fan-fiction content; the policies governing that are here.

The other advisories provide links to the relevant policies, and the Formatting advisory has multiple comments to point you in the right direction. The answer to both questions is "yes". You're free to link to a canon (either Disney Canon or Legends) character on Wookieepedia, but it's equally acceptable to make an article for your own version of a canon character. The only thing you can't do is link to someone else's article on SWFanon without permission.
